Organizational culture is reflected in repeated decisions and behavior, including what leaders reward, tolerate and do under pressure. Stated values matter less when daily actions contradict them.
Look at how the organization handles mistakes, disagreements, customer complaints and difficult trade-offs. Ask employees for concrete examples rather than relying only on survey scores. Check whether incentives encourage the behaviors the company says it wants.
Choose a small number of observable changes and explain the reason for them. Leaders must model those changes and apply expectations consistently. Review actual decisions to see whether the culture is improving beyond the language used in presentations.
